The Weathermen are from Earth #616. They were the crew of The Samarobryn, a Sentient Space Station that gave them Super Powers and turned them into it’s Minions, calling them The Weathermen. It brought them to our Earth to cause havoc and eventually take it over. They were presumably released from its control, when its flawed programming was disabled by Jocasta and it was destroyed by The Avengers.
